Confused by hydrometer scale

Dumb novice question:

The instructions on the box read: "...when the gravity remains below a constant 1014 °" but my hydrometer is marked: ".980, .990, 1.000, 10, 20 ,30 ,40"

Does 1014 ° mean a little under halfway between 10 and 20 on my hydrometer?

There should be gradients between the 1.010 and 1.020 usually they step up in 2's so 1.012, 1.014 etc etc
