Hi

I have acquired a plastic cider barrel with a vent cap???? (Its got a small indented central column with a tiny hole in it with an elastic band round wrapped round it)

Is this suitable for secondary fermentation and conditioning or do I need to buy a different type of cap?

Sounds like a pressure reliefe valve which will probably "off load" at around 12psi.
This is fine as far as it goes, but you won't know when your secondary ferment has finished.
I personally use a fermentation trap (bubbler).
