I've noticed on beer smith and some of the recipes on this site call for Caramalt/Crystal malt 60L ,20L etc are these just different levels of crystal malt (like light Crystal Malt, Dark Crystal malt etc?)

Technically they are all 'crystal' malts . . . but there are significant differences between some of them, Carapils and Caramalt for example are destined for lagers (Although work well in ales as well) . . . . and Dark Crystal at 200ebc is destined for porters and stouts but works wonders in a schwarzbier
 
To clarify, if it wasn't clear already, the "L" refers to degrees lovibond which is a measure of how dark it will make your beer for a given ratio of grain to water, the bigger the number the darker.

Colour can also be measured by the European Brewing Convention (EBC) or Standard Reference Method (SRM)

As a rough idea for conversion (but works better for less coloured malts):

L = SRM = EBC / 2
