Nothing to stop you using HERMS on your BIAB setup...
However it does kind of defeat the point of simple single vessel brewing, and you probably wouldnt get the same benefit of clear wort due to the grain being disturbed when you pull the bag out.
So I guess the main reason to use HERMS & BIAB is to maintain the mash temp/allow you to step mash temps.
Maintaining the mash temp can be achieved through a well insulated mash tun and BIAB mash will have larger thermal mass due to the full volume of water being used.
Mark1964 - You don't need to rinse the grain bag when you pull it out. The idea is that you mash with the full volume of water in the pot, so that it is constantly being "passively sparged" during the mash.
Andy - I guess it depends whether you feel the need to have that extra control over your mash temperature. Very good results can be obtained without HERMs through a well insulated mash tun and carefull attention to strike water temp, lots of people use a traditional 3 tier setup without HERMS and make great beer. As mentioned above I think the main advantage to using HERMS is being able to step mash temperatures in a controlled way.
