Best to take an OG reading before or after adding bittering hops?

I know this sounds like a basic question but I am new to the bittering hop game. The reason I am bittering in the first place is that the bargain LME I bought is unhopped .I therefore don't know when's best to take a hydrometer reading.
A. Before I add the cooled down bittering hop solution or B. Afterwards?

I am making a 5 gallon batch using 100g of Columbus. I have used approx 22g to bitter which leaves me around 80g for the dry hop..
Does this sound OK?

Take the reading for the OG once the wort is in the fermenter.
