Am I too cold

Hello,
I have three batches of beer/stout/lager on the go and they all have the normal 1st fermentation love from my under stairs at 22 degrees !!
My clearing maturing store has been great but i wonder if it is at the moment too cold ? All the pressure barrels should be ready and at a quick look seem great however they have no gas. Not even enough to push it out.
Checked the temp tonight and it is 2 degrees ? Is this too cold ? Whats a cellar normally kept at ?

best temp would be around 4c to 7c , for cold storage (mine above around 10 to 12c ) when brew gets cold it does reduce the carb in it try moving it or wrapping it with blankets etc to see if improves from being warmer
