I've just been gifted one of these for Christmas, and while I may not be using it for dinner plates it looks ideal for us keeping a fermenting vessel cosy.

It's like a narrow electric blanket that is in one strip, and has a removable quilted cover. Standard UK mains plug and rated at 200W.

You would need some form of thermostat to control it, and possibly a dimmer switch to reduce output too, but apart from that it looks ideal for us as the heating element.

Says £15 on website but could be on offer under that.
 
I think you would wrap it AROUND the fv, Chippy, not stand the fv on it!
That's what I thought too. It does seem to use the same cable used in electric blankets, so should take the weight anyway. Maybe suitable for sitting under demijohns. It also has the cable inside of a sealed heatproof plastic pouch, so although not completely 100% waterproof it is at least better than an electric blanket.

...Might even use it under seed trays for germinating my beans next year.

Pretty much, but is more of a zig zag pattern so covers more area.

I've also got a piece of the carbon film underfloor heating film to try out. Arrived just after my fridge conversion. Need to make a base for that so it is sealed up and somewhere for the thermostat to sit.
 
I've got a brew fridge so this is a back up / secondary. I have ordered a cheap thermostat module for it but has not turned up yet.
I do have a fan speed controller already which will work to reduce the output but may not need it. My brew fridge works with a 40W bar heater so is quite a gentle heat. Not sure if 200W will be a bit of a sharp rise and may overshoot or cause localised heating.
This is what needs testing.
I'm busy getting a garden irrigation system set up at the moment so I can stay inside more. Growing a lot of food so it all needs regular water.
