Advice on fermentation

Hello, ok so here's the situation.

Milestone IPA beer kit, been in primary for 11 days.
Fermentation temp 21 degrees constant.
Gravity today was 1012.
3 days ago it was 1014.
Target gravity is 1009 according to kit instructions.
Yeast has settled to the bottom, however I'm still getting bubbles through the air lock, about 1 every 2 mins.

What should I make of this?

This is btw my second brew, the first was in 1996, so I do not have a wealth of experience.

I've just done my 5th brew and fermentation took about 13 days based on getting a constant gravity reading 3 days apart. I would hang on a few days at least before taking another reading. If the kit says 1009 it should get there with more time.
 
If you're still getting bubbles through the airlock I wouldn't even bother taking a sample yet...just a waste of a couple of mouthfulls of your brew.

Once it all looks done, bubbles stopped, then take a gravity, if it's the same 2 or 3 days later then move it somewhere cool for 4 or 5 days. This'll help the yeast to drop out and mean that when you do bottle/barrel you'll have clearer beer :thumb:

3 weeks in primary is fine, kit instructions tend to be over optimistic about fermentation time
 
I would ignore the bubbles. They are often just trapped c02 and not a reliable guide for fermentation.
If you get a couple of consistent hydrometer readings it should be ready to bottle.
If it was me i would take one today. Then another on Sunday and if it hasnt changed in that time I would bottle it :)
