I've just ordered 5 kg of the hops above, for £20 plus vat.
Is it too old to use? How much more shall I add, due to it's age?
 
I would suggest making a litre of hop tea with 50g next time you brew and tasting it before putting it in your wort.

Depends on how they've been stored. As a first approximation, assume they've been kept reasonably well and so assume 10% degradation per year, so you'd need 60% more than fresh. For bittering I'd go a bit less than that, for aroma I'd go a bit more, given that it's only costing you 40p/100g, you can be generous.

But I'd just do a small test, just with a litre of 10% DME just to see what state they're in, it's a bit unpredictable without actually trying them.
 
If they're vacuum sealed they should be fine. I'd just use them for bittering though and use something fresher for flameout addition.
I'd test them by doing a single malt pale ale - go for a fairly bitter one so if they come out under par the beer will still be good and it'll give you an idea how much more to add next time.
