That depends on the beer . . . Normal gravity beers can tolerate up to 5% sugar which adds a few 1/10ths of a % to abv and thins the beer a little bit . . . Some Strong Belgian beers can have up to 30%, which makes them a lot more digestible for the gravity.

When to add? . . . . . During the boil. . . .

When during the boil? The amount of bitterness extracted from the hops depends on the gravity, so if you boil for 45-60 minutes without the sugar (therefore the wort has a lower gravity), you get the majority of the bitterness extracted from the hops . . . then adding the sugar for the last 50-30% of the boil ensures its dissolved and thoroughly mixed in. . . dissolve it in wort taken from the copper before adding it though
