My point is chippy, get burgled ,car stolen, mugged etc, chance of seeing a cooper about zero, commit a non crime like not wearing a seatbelt ,bang to rights, ask 100 people what they would like to see the police focus on ,it would not be ,not wearing a seat belt .

Technically it is not a crime. It is illegal but not a crime. There is no recordable crime for such an act.
I stand corrected, so technically its not a crime but he did break the law (however briefly they are trying to say it was) therefore he should be fined, i was caught not wearing one many years ago when wearing them became mandatory i explained to the police officer that it was a genuine mistake, i still had to pay the fine.
