Not a good idea to use sugar, even if the starter starts, the yeast produced won't be used to a malty environment.
 
The yeast will also have a hard time dividing, as a sugar-based wort medium is lacking in most of the essential nutrients yeast needs to divide, amino acids and calcium/magnesium being the most important (but there are other trace ones too), none of which are found in sugar, although you could probably get away with a 50/50 blend of sugar/spraymalt if you wanted to economise on spraymalt.

Spraymalt is cheap though... :D
