Yeast quantity for Bohemian Lager

I am just about to start this brew - Bohemian Lager recipe - Speidels Braumeister. The recipe states fermenting at 12C using a single 11.5g pack of Saflager S-23 yeast. However, the yeast pack itself says the dosage is 11.5g for 10-15L at room temperature, and 2 x 11.5g for 10-15L at 11-15C. The brew quantity is 20L. That would indicate that one pack is not going to be enough. I can’t get hold of Speidel until 6th January and I want start brewing tomorrow. What do you think I should do?

What is your expected O G?
 
20 liters of lager at 1.048 needs at least two, but if you're starting the fermentation cold you'd be better served with three.
