Hi should I have yeast floating on top of my brew? Will this clear up I now about cold crashing not sure I can get it cold enough in the kitchen to full crash it. But will this pull the yeast down off the top?

Are you sure fermentation is actually finished? If there is still large amounts of yeast floating about that would suggest to me it's still active. What are you brewing?

Also sounds to me like it is still going....what is it you are brewing ? How long has it been since you pitched yeast and what temps has it been fermenting at ?
A proper cold crash should be close to freezing. I usually leave mine alone for at least a month and then they get crashed at around 3-4 degrees for around 4 days, with gelatin and they come out quite clear after carbonation, after a few weeks at fridge temps and are very clear. With lighter coloured brews I can actually see the clear layer on top slowly dropping as they clear. If you can't crash properly don't sweat it, they clear eventually in the bottles anyway, just takes longer.

I'd agree with others that it probably isn't finished but I have had a krausen remain on the top after fermentation finished and cold crashing did drop it. At this time of year you can crash but putting your fv outside, just make sure it is well sealed and maybe cover it with something.

Are we talking floaties or krausen..

I have had a krausen stick around before 2 weeks.. You could give it some encouragement by tapping the sides of the fermenter or gently gyrating the fermenter.

Wow thanks for your replying brewing Coopers English bitter yeast pitched 02/01/17
Temp been steady between 20 & 18. More like light brown lumps of yeast I'm guessing.
Checked the gravity yesterday down to 1.000 from 1.040 will check again tonight.

1.000? you may want to check your hydrometer reads 1.000 in 20 deg c water

I had a brew in the fermenter that was done after 2 weeks but still had loads of alien looking bits floating at the top like krausen. I left it a full month and they only start to sink when I gave it a bash on the side.

Even then, they didn't all sink. Fermentation was well and truly done so I bottled it and it was fine. Just do your best to no disturb it too much when. You bottle and you should be alright

Yep miss read the Hydrometer was 1.010 :)
