Yeast- How much?

I'm thinking of doing Tubby's Pale Protector as my first ever brew and have purchased all the ingredients.
I have a sachet of safale o4 yeast which I plan to add dry (not rehydrate), my question is how much yeast would typically be required for a 23l brew?? as none of the recipes state this.

I would say use one packet of SO4. But on most of my brews i use 2 packets.

Just for info would a 45l brew length need 2 sachets

It would work with one, but you'd have a massive lag time so it's safer to use two.
