Wilco velvet stout brewing issues

I started to brew a wilco velvet stout on the 30th of May the starting sg was 1.062 I it three day ago and it seems to have flat lined at 1.020, I added a yeast starter this morning and the sg is still reading 1.020
It went off like a rocket and as I said looks like it is flat lining, this is the recipe I used, and I'm not sure what I should do next

It's the lactose..its non fermentable.

Just decided to rack it and keg it tomorrow, I had a we taste and it was fine
