What am I doing wrong?

I have a couple of corny kegs and have filled one with water to carbonate for the wife but after 3 weeks at 30 psi it's still not fizzy

it has been shaken and its in the garage which is very cool

After 3 weeks it should be fizzy shaking or not. Are you leaving the gas turned on all the time? If not then you have a leaky keg, if you are then I don't know.
Maybe your cornie just has an aversion to being used to carbonate water! :wha:
