So i have 40 bottles of wherry sat in the garage which are completely flat due to them not carbonating for some unknown reason. Is it possible to tfr to a keg and carbonate with co2 somehow? How much would this cost etc??

Did you prime the bottles?
If no luck after you move them somewhere warm, I'd carefully pop them open, add a priming drop to each and re-cap.
