Torrented wheat in an extract Hefeweizen

I'm going to start 10 litre part-boil extract Hefeweizen in the next couple of days but have a query about the torrified wheat that I have. This will be my first extract brew.

I had originally planned to steep 250g torrified wheat at 80c for 20 minutes in ~8 litres of water (my pot is 11.2L so I will see how much I can fit in with some room for the hot break) before adding my 1.5kg of Breiss Wheat LME and bringing to the boil before adding Hallertau hops (13g @ 60 mins and 9g @ 10 mins).

This was my plan until tonight when I have been reading that I would need to mash the torrified wheat as steeping will not achieve anything. Is this true? And if so, how will I go about doing this?

Also, does this recipe seem alright? Any suggestions?

I was planning to put my hops (they are whole) in muslin bags, is this the way to go? I don't trust myself to pour the wort through a strainer into the FV.

EDIT: I only realised after posting that my autocorrect changed torrified to torrented. The wonders of modern technology....
 
Yes you need to mash TW with a base malt that contains enzymes that can convert the starches in the TW. But I woukdnt use it anyway, I don't think, not that I'm a wheat beer person. Wheat malt would be the way to go I think. That would need mashing too, but it can convert itself, so simply 'steep' it at 65-70 C. But use more than 250g.
