can a brew get to warm ??
i have started my second brew off and it is 28 degrees
can this be to warm i have no heating in it at all
 
Yes, 28°C is a bit too hot, try to keep it around 20°C if you can. Too hot and the yeast will start to produce off flavours.

Cool it down if you can, but not too quickly (don't put it outside). But don't worry too much this time, the beer will still be pretty good - all part of the learning experience :)
 
how is it getting to hot
to room is about 18 so dont understand how it is getting to 28
 
Put it somewhere cooler in the house. If you put it outside in a garage at this time of year you may need a brewbelt to keep it warm though, so a cooler part of the house would be best.
 
either your heating is hotter or your thermometer is wrong for your brew , the yeast will raise the temp of the brew by around 2 to 3 c in the first few days but will drop down to room temp after that . So if room is 18c your brew will be around 22c and so on or your room is 25c and so on .
