Stuck fermentation

My first all grain brew appears to have stalled. I was using the Crisp - English ESB kit from Geterbrewed with 5.39kg of grain And a batch size of 25L. The OG should have been 1052 but I measured 1050. The FG should be 1009, but it appears to be stuck at 1018. I have tried increasing the temperature up to 21C and rousing the brew a few times over a couple of days. However, it has not budged for 3-4 days now.

The FG is so far away from the target that I am worried about bottling. What do you guys, think?
 
afraid i'm not able to suggest anything other than chucking a little more rehydrated yeast in but 'rousing the brew' is an excellent expression.
 
Do what Terry says but make one simple check that the hydrometer is reading correctly by checking in water
