According to @Gerryjo post you need 10-12 litres of water to get the gravity you want. I wouldn’t add tap water straight out of the tap. I might be tempted to use bottled water but never done it so can’t advise with confidence. @terrym might have some words of wisdom on this one?Would you add cold tap water from a sterilised jug or boil some water and let it cool?
If you can drink your tap water there is no reason not to use it. If I need to dilute that's where mine comes from.

Be aware of what yeast your using due to attenuation as it may not be able to convert such a high gravity beer.I’m tempted to just leave it as is, make it a bit of a highly flavoured small glass beer. Looking back at my recipe book I usually I usually start at 1060 to 1080.
I made the GEB IPA
6.3kg which had a OG of 1.064 FG 1.010 giving me 20 litres at 7.1%
12kg grain bill seems a huge amount even for 7 gallons.
