About 20yrs ago when i lived in the NE a local homebrew shop would sell you a wine kit and for a small fee make it for you, They were in effect selling their expertise. Not alcohol.
So the punter was basically buying finished wine.Duty free.!!!!
They did a really good trade.
I remember it caused uproar with the powers that be.
And was in the local papers.
However it seemed that as far as the then legislation was concerned they were within the law,They got away with it for a couple of years at least.
What the situation is today i have no idea.
