I imagine as most of us are of a certain age many of us will travel with grandkids in the car, if you use one of these guards read on -

DVSA has recently made a rule change making seat belt buckle guards illegal to use from Monday 20th February 2023.

A buckle guard/protector is a mechanism used to prevent children and young people un-buckling seatbelts.

I believe they were commonly used on school busses where very young kids were travelling, imagine a crash and fire and the kids couldn't get out.
