Scaling down extract recipes

hopefully a simple question - in general, do extract recipes scale?

I was planning to give this punk IPA a go, as a first non-kit brew, but only wanted to do a gallon as a first go. Can I just scale down the recipe, or do you loose something in the boil?

Yes you can literally divide it all up to the same proportions..

Obviously you will not need to usea full sachet of yeast for a single gallon

I'm surprised that the recipe calls for steeping pale malt.

Shouldn't this actually be mashing?

you can scale down ingredients but not timings
