Recipe interpretation question

Apologies if this should be in the recipe section, it's not really discussing a recipe per se, so I thought here would be good.

I have the Greg Hughes home brew beer book, and I am making extract recipes from there.

However, I am wondering if I have misinterpreted the recipes.

When I first read them, I noted that they needed 27 litres of water. With the fermenter only being 23 litres, I have scaled the quantities for all ingredients down to make a smaller batch.

I have then noticed that at the top it states 'makes 23 litres'. I'm not sure if this relates to the all grain recipe only or just the extract?

Does the extract recipe state 27 litres to account for evaporation?

Have I inadvertently made 2 batches of beer without enough ingredients in the water?

At least it's only two!
 
So far I have only made the pale ale. I have made the same recipe twice to try and nail the techniques before doing anything too complex.

I'm not holding much hope for the first batch, but we will see.
 
27L is pre-boil volume, the extract recipes just miss out the mash stage.
It will boil down to approx 23L.

If you're doing extract versions, there's no need to do a full volume boil: just use 6-8L for the boil and top up in the FV with cold water, saves a load of time trying to cool down the brew.
