Yes. It works well. I have brewed NEIPAs and IPAs and then racked a lower ABV pale ale straight onto the 'spent' hops and yeast cake.

I have also pulled out dry hops and used them as bittering editions in beers, which does work well but can leave some extra gunk in the beer (yeast etc.)

Hops are $$$$$$ so why not get the most out of them?

I have done it I froze my dry hop after use then used it as a second dry hop in another brew.
All went well With extra taste to the second brew but and I am not sure as I did not do it as a full experiment I seemed to get a little extra bitterness.

I'm planning to use them as bittering additions. But freezing is a brilliant idea thanks @the baron athumb..
Easy peasy. Just make sure you bag the hops you're dry hopping then re-using so they're easy to remove.

If you change your hop utilisation to about 70% on brewing calculators, that will give you a more accurate idea of how many IBUs you'll get.

Many English breweries did this in the past, and not even from dry hops (which tended to be added in the cask). Spent hops moved from one brew to another.

I read this article and a few others that I found around it including some research papers.

I applied the above and reused the dry hops from a NEIPA part as bittering and then the rest as late additions and flame out in a pale ale.

There's no doubt we should be doing this more, in a way repitching onto the " dry hops " a fresh wort is almost like dip hopping. Just remember to account for the fact the hops are already saturated but do have a volume.
I've got a plan in the next few weeks to pitch onto the dry hops for a hoppy west coast using the NEIPA hops from a previous brew.
