Lots of cheap inkjets out there. As long as it can take 3rd party cartridges it'll be cheap to run. Plenty of them on the second hand market. I've used Brother printers a lot as they are cheap and reliable, but the same goes for canon etc etc. 3rd party ink is a lot cheaper. £12 on eBay for many cartridges.

If you want it for beer labels, beware that the ink will run with moisture (condensation). Colour laser printers won't run but aren't cheap
 
I used to have an ink jet printer and I got sick of wasting ink and money doing head cleaning cycles to get it to work after periods of inactivity, i decided as i am not too fussed about colour to get a Samsung mono laser printer its brilliant it works every time, prints many hundreds of pages (my son used it often when he was at collage) and it takes *compatible toner cartridges from the big name suppliers at a fraction of the cost.
*we have only changed it once due to the aforementioned amount of pages it'll print

Can anyone recommend a good printer. Colour. Cheap to run. Low usage. Android compatible.

Ink jet or laser?
What is the max you are willing to pay?

I have an old colour laser printer.
It works on the network, but it's too old to support android & doesn't have enough memory for modern hi res images.
It copes fine with business graphics & I know not to use hi res pictures for beer labels.
Its old enough that 3rd party cartridges are peanuts & it never gets clogged like inkjets
 
Epson ecotank. Had an hp printer, which was on postal ink. Ran out, got a cartridge from Staples. When it ran out put the cartridge in from post. Wouldn't work. Invalidated cheap ink by buying genuine cartridges because I'd done a lot of printing.

The ecotank is great. Cost more up front but so cheap to run.

I have a hp2600 color laser at the moment, is it probably better to fix (toner wipes off down one side) than replace?
 
Just waiting to see if you change your mind when you find out the repair costs.
One thing I didn’t mention in my earlier post, is that the Epson EcoTank had a head cleaning function that operates every time you switch the unit off. A tank similar to the used toner unit on a laser printer.
This is an improvement to overcome the problems Chippy mentioned.
Another plus is the genuine ink from Epson is a similar price to the compatible suppliers.
