I'll just chime in here about water. My local water authority post my water as being hard, yet I have had the water tested by two independent labs and they both report that it is soft.
It's worth getting a report done, I used Murphy and Sons and Phoenix analytical. Of the two I'd recommend Phoneix, more pleasant to deal with.
I think achieving the correct mash PH and chloride to sulphate ratio is important , but it's not going to ruin your beer. A carefully selected grain bill, hop schedule, boil time and we'll managed fermentation should get you most of the way there.
