Landlord.
The local lockup has drastically reduced the number of inmates (-50%) because of the coronavirus so I guess they won't come after him anytime soon.
For some reason he insists on closing and locking the gate to the property where he lives. There's no fence so anyone who really wants to get on the property can do so by walking around the gate. I'm not sure if he thinks the cops will see the closed and locked gate, shrug their shoulders, and go away or if he thinks burglars won't be able to get in and steal his "valuables" because they are too stupid to go around. What really makes no sense is that the locking of the gate is done on a random basis.
