Kirb weight of cars

Can anyone tell me if the kirb weight of your car includes or excludes the weight of a full tank of fuel?

I'm assuming fuel weights 1 kilo per litre, pretty much the same as water

can anyone clarify?

[1] [2] This definition may differ from definitions used by governmental regulatory agencies or other organizations, for example, many European Union manufacturers include the weight of a 75 kilogram driver in the total. IT also includes the spare tire and jack.
