Is this mould?

I put some yeast in a starter to culture it up and once done I put in a jar in the fridge. A month or so later I opened the jar to make a starter and saw this on top:

The yeast is WLP920 Old Bavarian Lager yeast. Is that white stuff mould?
 
They look like white flakes floating on top. Those which are on the inside lip of the jar look a bit like bacteria.
 
Any smell of vinegar?

Doesn't look like mould, by the way.
No vinegar smell, it actually smells fine, but as it's been in the fridge for a few weeks it might be slowly developing. I have found previously that not all infections smell sour or even taste sour, but can ruin beers with other flavours.
 
It does look as if something has made a half hearted attempt at forming a pellicle, which has then broken up into flakes.
