hop tea one week into fermenting

i have a cascada hop tea bag thingy that im going to add to a wilkinsons golden ale kit. the kit has been fermenting for a week now. do i just add the tea bag as normal (add boilling water to tea bag in a cup and leave for 10 minutes, then pour the whole of the contents into a cup.

would the hot water affect my brew?

can i do this at the 2nd stage as i like to rack my beers off in to a secondary vessell.

you can do it at anytime. I prefer to do it when the brew is relatively clear and in the secondary vessel.
I just hang the hops in the vessel ( weighed down with a suitable sanitised object ) and leave there according to taste.
