For a wrap around belt type heater with thermostat. I'm thinking of putting the belt 4 inches up the side and the thermometer probe close to the top.

How should it be done?

Also, these belt type heaters, are they quite safe? when they fail how do they fail ?

Re safety, I have previously been advised not to use them on stainless steel FV.

I should mention, this would be a 5 gallon Plastic bucket with beer in it.

What is the optimal temperature ? 20°c

I have a heat pad and a sick on thermometer strip near the top of my plastic FV I don't need to turn it off and on in winter as it keeps the temp around 25c.
Heat belts can be a problem as you need to move them up and down the FV until you get to the sweet spot, you could buy a controller fairly cheaply check Inkbird threads in the sponsor forum.
