i use a fish tank heater lowest setting is 65 (18) to 80(?) only £10 from local pet shop ,suspended through hole in lid.works on thermostat,had some finish in 4 days.glass & submersible easy sterilised !bargin
 
Thats how some people do it, but most won't use the thermostat supplied, try rigging it to a STC1000 to be able to see the temps you are achieving. You say the thermostat is 18c but did you test it?? be careful of fast ferments giving ester flavours off.
 
So far none of my brews have needed heating applied to them.

The fermentation process creates heat in the brew and will see the fermenter at 2 or 3 degrees above ambient.

When it gets cold this winter I intend to brew lager, that way I'll never have to heat a brew ;) :)
