Heat pad help

It’s not heating up
Or does it take a while to heat up

These pads produce such low amounts of heating, it could be that they're cooling as fast as they're heating in open air. Place them on some heat insulating material, put a jumper or some other heat insulating material over them, leave for 20 mins or so before putting your hand on the pad(s). If they're still cool, then they're either faulty, or there's no power going to them.

My lad keeps giant snails and his heat pad is warm to the touch if its not warm after an hour there must be something wrong.

It would seem highly unlikely all three wouldn't work.
