Grain hops yeast and water

I bought an expensive bag of malting barley 2 yrs. ago. Only started to use it recently and find that it refuses to chittle. Stored in cool garage in plastic bin of 80 litres. Air holes in lid. I think my problem is dormancy. Can anyone advise as to how I can encourage it to turn into malt.?thank you
