It's not an obligation, the losing fighter had the option of enforcing a rematch. Team Wilder has 30 days to decide if they want it or not.
Not sure if he'll take it, he got badly beat. If there were genuine reasons why he underperformed (injury etc) then he might, but 30 days + 3/4 months is not a lot of time to recover from in fight injuries, whatever injuries affected him and have an effective training camp (because, lets face it, Wilder needs to make a lot of changes).
My guess is he doesn't take the rematch and rebuilds against other fighters (Manuel Charr/Trevor Bryan for the WBA regular belt is a very good fight for Wilder) then eventually fights Fury and/or Joshua in the future.
Can't see Joshua/Fury happening next either. Joshua needs to announce his fight soon. Expected to be Pulev in June and they'll have to wait the same 30 days to negotiate with Fury (presuming Wilder doesn't take the rematch).
Fury v Joshua could happen in September/October but would probably require Joshua to drop the WBO belt. The WBO have already give him one exception to fight his IBF mandatory against Pulev so are unlikely to grant another.
This might be a blessing in disguise as the most likely fight for the WBO belt is Usyk vs Parker, which is a good fight and both fighters are represented by Matchroom meaning that an eventual Undisputed fight shouldn't be too hard to make.
A good fight for Fury in the meantime would be Charles Martin who boxed on the undercard. He's good enough to keep him honest, but shouldn't pose any real threat. There's a narrative there too as Martin won the IBF belt after it was stripped from Fury.
If it doesn't happen in September/October this year I think it would have to be next summer we see Fury vs Joshua. WBC are expected to enforce their Mandatory (Dillian Whyte) in the early part of next year, which will probably be late January early February (so Fury's next fight following September/October).
Summer 2021 at Wembley could work, but after that the WBA will be ordering Joshua to defend against their challenger again (last WBA mandatory being Povetkin).
