I have been fermenting a RIS for 2 weeks.
For the first week the fermenter was kept at a stable 19deg. After that unfortunately the heat pad got unplugged and it’s been at around 8-10deg in the garage (I’m guessing). It’s been like that since last Saturday.
I have just realised the problem and plugged the heat pad back
In so it should warm back up just
fine.

I took a gravity reading and it’s still got some way to go (there also is quite a healthy Krausen.

I gave the fermenter a bit of a slosh about for luck.

Will fermentation kick back off and complete as expected as the beer warms up?
 
Yeasts do not perform well with big temperature swings, so you may have to be patient with this one.
 
depending on the yeast if the brew chilled down sufficiently to trigger the yeast into going dormant, they may take thier time waking back up when back upto optimum temp again, so give it a week once its warmed back up to provide evidence of fermentation before you intervene imho.
