The rules on this are very simple form a band, any artists living or passed on are allowed. However within the band structure a you must have people who have song writing experience.
So here's my Fantasy Band.

Vocals Arthur Brown (The Crazy world of)
Lead Guitar Mick Box (Uriah Heep)
Bass Guitar Ronnie Lane (The Faces/Small Faces)
Drums Charlie Watts (Rolling Stones)
Keyboard Mark Kelly (Marillion)

It would be the finest Trad/Bluegrass/Country/Blues jam band ever. Possibly too many songwriters incuded though, nothing would get agreed.

I guess it depends on the type of band you wanna make. I'm into prog metal right now so I think I'll go for:

Bass - Les Claypool (Primus)
Vocals - Joe Duplantier (Gojira) (He can also pick up rhythm guitar if needed!)
Guitar - Ben Weinman (Dillinger Esc Plan/Suicidal Tendencies I think)
