I always thought this was somebody in the distance walking away up the hill, wearing a white flat cap! mainly because of the shape of the arm, it is clear that the elbow is bent and facing the camera. never heard anyone else point this out when i have seen this picture on those tv programs.

I think that is the explanation given by experts who have analysed it
