Which is better for flavour and aroma

I've never dry hopped but have done loads of hop teas. From what I've read, dry hop gives you aroma and some flavour and hop teas give you flavour and some aroma. You can of course do both to get both aroma and flavour
I may split my hops that i was going to dry hop with and do both. Any advice on doing a hop tea?

Recently i have been dry hopping and also making a tea with roughly 10% of what i use for dry. I throw it all in fermentor. Didn't realise your supposed to steep them at 70c. Been doing mine at 80c but i think as its only a smallish amount of water it cools down really quickly. I tried boiling them once for 20mins and the beer was not very nice at all.
