Righto, I have my tabs now. I add 1/2 a tablet to 23L of water. As I don't have a single vessel large enough to hold this amount, could I add it to a 1L measuring jug & dissolve it in there, pour it in my main FV then top the FV up with water as normal?

Sure. The main point is that any water you use at any stage of the brewing process has been treated BEFORE it comes in contact with any wort/ingredients. You could dissolve it straight into your fv and top up from there. If you then need water to dissolve the contents of a kit for example, you just need to take it from your fv. You might consider topping up to 23L minus the volume of your kit liquids.
 
How about filling a barrel with the water your going to use then adding the campden tablet to that ( campden's work pretty much straight away btw ) then use that water for your brew leaving you an empty barrel for when the brew is ready.

Another way you could do it is to get 4 or 5 buckets from B&Q as they seem to have a deal on them at the moment a bucket is £1 , half a campden in 2 buckets of water half fill an empty bucket from a treated bucket and fill up from another bucket , half empty treated bucket into half empty untreated bucket giving you 2 treated buckets of water if you want mix thoes 2 buckets between an empty bucket in the same way you just treated the 2 buckets.
Do the same with buckets 3 and 4 and re mix between the spair bucket you have should treat all the water for you.

TBh may be a little more expensive but will save a load of time use an empty FV ( get a spaire :twisted: )
