I have 2 lots of amber malt. one says ebc 45-60 the other say 100 ebc.

my brewmate software thinks amber malt is 22ebc.

which value should amber malt be? or does it vary? crystal malt is consistent???

Depends on the Maltster, and what definition of Amber Malt they are using.

Crystal Malt is not all that consistent. . . I've seen values ranging from 30 Lovi up to 300 Lovi

The last lot I got from Copper Kettle http://www.copperkettlehomebrewing.co.uk/ is 90EBC. I used 2% in my last APA, but am not sure if I can taste it :?

I'm currently using 120EBC in an ESB. I was considering re-calculating my grainbill but then thought 'what the hell. I'm the only one going to be drinking it'. When I was weighing it out, I thought 'that looks a bit dark for 20EBC'. In the end I went with 200 grams instead of 450 grams, and chucked another 250 grams of MO in it.

That reminds me - an hour into the mash. Must do a quick iodine test. BRB.
