So its OK to steep crystal malt but not a base malt or oats or torrified wheat etc. Thats why the recipes in Greg Hughes book that dont have torrified wheat can be directly converted to an extract equivalentSteep 200-300g of wheat malt in a bag for 30 minutes at 65C then remove the bag and boil for 30 minutes, then add to kit.
Or get some wheat DME and add to kit.

I used to do a minimash on kits. As I understand it provided you don't go below about 2:1 w/w base malt: TW the diastatic power in the mash should be enough to convert all the starches from both grains .Hmm Its been a while since I saw that but I think you might be correct!!!
the easy way for kit brewing maybe add maltodextrine?
Otherwise maybe try what Terry suggested get some base malt and some torrified wheat or something like that do a partial mash or a mini mash and add that to your kit.
or if you want to really cheat use a syringe!
