A question or 2 on improving my brewing

So I have 3 brews under my belt but have some areas I'd like to ask about.
Firstly first runnings should what I collect in the jug be clear or just less murky? I have collected and returned 10 litres and it isn't crystal clear.
This brings me to my next question... Sparging; do I need to drain the bed before Sparging or just keep adding water as I drain?
I currently use the latter method with foil over the grain bed... It certainly works and I have about 70 to 75% efficiency.
Ultimately what I hope for is a clearer beer... I seem to have lots of haze despite using Irish Moss and wandered if either of the above might be the reason. I also use a primary without secondary for tormenting and have a tap that is quite high in my boiler meaning the hops do not do much filtering.
Thinking of wrapping hops in muslin squares then holding the bag over my tap using the big plastic spoon to help with that one.

I usually collect about 3-4 litres before starting the sparge. First litre has loads of grain in and by the forth there's hardly any but it's not clear by any stretch of the imagination. My beers are always very clear after 2 weeks in the FV and a week or so in the keg.

With regards to sparging, I do the latter too. Never had a prob, get about the same efficiency as you.
 
+1 for CS's last post, runnings are not clear but are good after a couple of litres, these are then poured back to the grain bed.

I also do the latter when sparging

I suffer from chill haze and have taken a few steps with my last brew re the strike and sparge temps (lowered them) as Pittsy recommended on another post. I will also be trying Polyclar if the above doesn't work.
