Just been given a brew belt, when is the best time to use it? primary or secondary fermentation

What's the difference between using vacuum sealed (fresh) hops & hop pellets? Also how long can you keep them and how best to store them?

About to make my first ale home brew, please could someone help me. When I put my primary fermentation bin, is the lid sealed or do I use a airlock? also same question for the secondary fermentation bin?
